The extraction of oil, nonrenewable natural resource, generates impacts to the environment and requires measures to minimize them. This study identified and analyzed the impacts in Macaé after the arrival of Petrobras and projected impacts for the city of Santos related to: population density, labor market, economical development, environmental impacts, mobility and quality of life (education , public safety and health). For this research, representatives of civil society and public administration were heard, and data from government agencies, research institutes and the Census were analyzed. It was used the AHP (Analytic Hierarchy Process ) for structuring and discovery of the most relevant impacts and the best alternatives for each impact. The objective of this work was to generate subsidies for decision making related to public policy, due to the arrival of the Oil & Gas Supply Chain in the Santos Metropolitan Region. The results may be used for planning the Regional level solutions by public administration, indicating improvements in the Master Plan of cities and minimizing the generated negative impacts.
