The experience of growth in the industrial and services sectors, in the latest decades correlates worldwide with major world events that drive entire nations to think about integrated and sustainable local development strategies, based upon structural and conjuncture changes, due either to natural causes or to the human factor, in the scope of innovative models for productive arrangements and supply chains, as for instance the case of oil & gas, and of corporate strategies in network. ln order to identify such process, in the present work, a model of Indicators for the monitoring of the impacts of local development, from the Participatory Governance was created. ln the selection of indicators governance, decision making, information management and supply chain were the prioritized factors leading to the development of a monitoring system for Participative Governance, which reflects efficiently the evolutionary stages of local development in the Santos bay.
